The Court considered the boundaries and separation between the SC rules. The CoC sit alongside all of the other rules, so penalties can be taken for reasons other than breach of CoC.
6-SC-9 empowers SCs to release, re-task, or reduce the rank of anyone in an SC-appointed role. This isn't appealable to the Court unless it occurs because the CoC have been breached.
If removal from PegCom is recommended because of a CoC breach, this will be appealable. That includes recommendations to remove the SC.
If the subject of a CoC penalty contends that a rule was "misused", they can appeal to the Court. If the subject of the penalty contends that any other rule was misused, only citizens have recourse to the Court.
If a member breaches a non-CoC rule, a recommendation to remove them from PegCom can be put to the Office of the President (OOTP). If the OOTP agrees, the fuck off rule applies
